Well this was promised to the Moro people by the U.S. government and guaranteed by General Douglas MacArthur after the defeat of the Japanese. Had it occurred back then it would have worked!
I seriously doubt that anything would be resolved by making Mindanao its own country now! Aside from the MILF or Moro faction you have the New Peoples Army (NPA), and the Abu Sayaf factions which have no real goals other than monentary gain from terrorist tactics and kidnappings for profit!
The Central and Northern parts of Luzon are terrorized by the NPA, and in southern Luzon it the Abu Sayaf. Then there are the main islands of Negros, Mindoro, Cebu, Samar, Leyte, Panay and each of those has some splinter faction of one group or the other (or both).
This Arroyo government is no closer to winning any kind of peace nor capable of mounting a major campaign against any of these factions! They are all too busy pocketing any funds given to them! There is more corruption now that there ever was during the Marcos era!
During Marcos's time the country was going in the right direction, it was cleaner, it was progressing, the Peso was strong against the dollar, it was considered the "Jewel of Asia"!
Now it is the "Armpit of Asia"! They want to form a Parliamentary form of government here now, but it wont work or change a thing because of the corruption!

i am from mindanao and honestly, i don't like the idea of separating mindanao from the rest of the philippines. what good will it do? it still wouldn't solve the problem of insurgency. in fact, i think if we do that it would be inviting more trouble since alot of people will be fighting over control of the whole region. and i don't think certain groups would like the other groups to govern them.
