Definitely you can be arrested on suspicion of carrying an illegal substance if the dog has detected drugs on you and you refuse to be searched. that's what sniffer dogs are for. It is far better to co-operate if you have nothing to hide.

There can be a valid arrest when there is reason to believe that a person is possessing drugs as detected by a sniffer dog.

If the canine alerts, the police now have probable cause to search you, with or without your permission.. heres a novel idea..dont do drugs...

As stated before, when the dog triggers on you, thats probable cause. Your refusal of search increases their case for probable cause and they can detain you.
