Popular Sovereignity failed because the root issue was Slavery and wether it could be tolerated in AMERICA not just in a state of region that felt a pequiliar need for a 'quiant institution.'
Slavery was a National Issue - - - so what if this state here wants slavery and that state over there says no? What often gets lost in the discussion of the Slavery Issue is that Slave Hunters 'worked; in Border and Northern States to capture runaway slaves. And you know how in 2007 America's Prisons are full of Black Convicts who 'looked' like the suspect well try identifying someone in an era where fingerprinting was in its infancy as was photgraphy.
There were several court cases fought over the status of blacks and in Boston citizens rioted to rescue blacks about to be deported to Virginia. Popular Sovereinity never had a solid foundation for its foundation was the evil of slavery.
Also with the Issue of Polygamy in Utah hanging in the air the thought of letting a state or region decide what was permissible within its borders by virtue of Popular Sovereinity, a majority of the people of said state or region, well people realized they were treading in dangerous waters.
