When I turn on my computer it goes through the load screens and passes the welcome screen but the OS never opens...it goes to a screen where it just displays my desktop wallpaper with no start menu (task manager opens with ctrl/alt/delete, that's about it). I tried booting up in safe mode to fire up system restore or fix the problem manually but I have the same problem in safe mode...no start menu or applications ever boot up.

Is there a way to open system restore from the boot menu or any other ways to fix this problem without formatting my hard drive?

Your OS could be messed up. Try this repair procedure:

Try this, when task manager opens then click on applications, at the bottom there should be some thing called new task.... Click on that and type in explorer.exe
This will start up the task bar and windows icons should appear.
The other thing you can do is repair ur windows installation from the setup cd.
After typing in explorer.exe and ur windows does start then I suggest if u can then visit Microsoft's:

Run the free safety scan, beleive me it will finish of all viruses, trojans, spyware, registry errors and bad installs anything that is a problem.
Then go download AVG free if u like:

May I suggest one thing: Boot from your XP installation disk, at the first screen before installing Windows u have 2 possibilities (repair or clean install)....press "R" and Windows will install again without formatting your drive (copying only the missing files) maybe u have some corrupted files in your C:\ drive. Try puting xp in the cd drive and boot from cd then try to do a recover not a install from cd.
