An example is the Halloween masks we used to wear, the little metal thing on the end of the elastic. You poke the stemhook through the hole on the mask. Help!!! I've searched everywhere!

Did you go to the big office suppliers, (like staples)? Or maybe a small shop selling the office supplies might be better.
Go in person and ask, maybe they sell it under a different name, or do they have a different thing that will do the job.
Also the craft stores might be able to help you.
If all else fails, you can stitch old fashioned hooks (used be use to close clothing, and above a zipper,) to the elastic.
