A proxy site is a web site that takes the contents of a site. So if you have a proxy called www.proxy.com, and you use it to access google.com, then instead of your computer making a connection to google.com, the proxy service will do that, and display it for you - you only make a connection to the proxy site.

There are a few reason why people may use one - they can be good for protecting privacy, for those that are paranoid. The majority of people though use a proxy because they're trying to bypass any site blocking that they don't like. So instead of doing work at school, or doing proper work at their workplace, these people are instead wasting their time on websites that have been specifically blocked by their teacher/employer because they waste time, or are illegal, unsafe, or gateways to malware. And these people somehow feel a right to access everything on the internet, even though it's not their internet connection or their free time. Which is why there's a million idiots on Yahoo Answers asking how to bypass websites by using a proxy.

Usually, to get around corporate / school firewalls. Sometimes, they also use them to avoid IP address bans on certain websites.
