I attend class every Saturday for on camera, and I read books on acting. But, I don't know what else to do next? I can't submit roles for backstage or actor access because I don't have head shots or a good resume...

Headshots are important, but you can start without a solid resume, just start building it as with any job.

Good luck

I'm sorry, but this is silly: Why can't you act? Because you don't have headshots?

Look, most of the actors who are acting right now do not have up to date headshots, and at least half have none at all.

Now, if you mean "working" actors, that's a different story.

I don't know you, but I can say with 99% certainty you are not ready to be a "working" actor. You need to start acting, first.

Get involved in shows, any show, any where, any how. Crew, production, just start calling producers who are auditioning and tell them who you are and what you want. To be involved and help out in any way possible. Put in the hours to get to know people, and find out who their contacts are. You'll get more comfortable with who you are, you'll build up a resume and a group of people you can count on for help to find your next project.

Good luck. Now get in the game!

Audition for local theatre productions. When you've got a good amount of experience from that, create a resume and get headshots, then submit on those websites.

Matthew P has got the right idea. The next thing to do and keep doing as often as you can is to be in plays at school and in the community. So do that. Keep taking classes and reading. Read plays as well as many as you can. click on my name, read my profile and feel free to ask me more questions.
