las vegas was originally a railway stop between LA and Salt Lake city. The railway men moved their families there after a while and a small settlement developed near where the Fremont Street experience now stands. The town wilted in the desert sun until the building of the nearby Hover Dam in the early 1930s and lifting of the gambling ban brought thousands of eager people into las vegas.

The first hotel on the Strip (El Rancho) opened in 1941, closely followed in 1942 by the Hotel Last Frontier approx 1 mile south. Bugsy Siegel opened his Flamingo hotel in 1946 and after his death a mass of mob owned hotels (Desert Inn, Dunes, Stardust, Sands etc) opened on the Strip.

To answer your question was Las Vegas pre-planned??? I would say no. Las Vegas' development owes a great deal to the railway, legalisation of gambling, the building of the hoover dam and the mob, not some pre-planning by city engineers in high-rises somewhere in LA or new york.

Not preplanned but there are some large preplanned developements going up like Alliante in North Las Vegas. If they preplanned this city they did an awful job. The railroad goes through the center and divides the city. Just try to get from one side of the track to the other. Very few over or under passes. You would be amazed how streets just end and then on the other side of the track .. there they are but you can't get to them. Bridges are very much needed here.
