The best C compiler will be gcc & you can use it for both linux and windows

U can use the gcc compiler as it is a standard one and Ucan download devC++ it is for free and small size so it will e helpful and also U can use eclipse and add the C++ compiler plugin to it and it will be great ( in fact I am using eclipse for every thing I want to program with any language ) and U can have eclipse from www.eclipse.org

gcc is by far the most complete and community supported compiler. www.gnu.org unless you are looking for an ide(?integrated development enviroment?) then that would be eclipse www.eclipse.org
if you are using windows you could scrape along with MS visual c ( or what ever)

I thought I already answerd this, but I guess it didn't save.
Use Google to search for the C compiler that will work on your desired platform. They are readily available for Windows, Linux, Macintrash, Palm, PocketPC, etc..
