Many ISPs will issue you a new IP address if you issue a 'release' wait a few minutes and then a 'renew' command from your router. Some ISPs ignore this request and use their own scheme for managing your IP. It just depends.

yes, so long as you haven't purchased a static ip address.

If it is a cable modem just power cycle it and it will have to be assigned a new address via DHCP
