Depends on the carpet. Once I rented an apartment with a plush carpet and got a burn mark on it. I cut some fibers from one corner, mixed them with a clear glue and stuck them on the burn. It covered the burn quite well, though if you ran your hand over it you could feel the hard patch. It fooled the landlord and I did not get charged for the damage.

the best thing to do is call a professional carpet installer or carpet cleaning company that repairs carpet. but you can do it your self if you want to. first find another piece of spare carpet(from a remnant or a piece in the closet) get a carpet iron and some heat tape(or carpet thread and carpet needle)
then a seam roller. now using a sharp utility razor knife cut the burn mark out in a square pattern.then cut the new piece in the same size and pattern, orient the piece to the same flow of the fabric is the same as the carpet. using the heat tape or thread attach the patch. then use the roller to hide the seams .

Depending upon how long the carpet is, and how deep the burn is, I cut (with a sharp scissors) the top of the carpet. You can't even tell it's been cut.

basically you use a cookie cutter to remove a section that is burned -

go to a closet where the carpet is visible but isnt neccasarry to be in the best condition -

use the cookie cutter to cut another peice from there

use double sided tape or hot glue may work - and replace

If you want the rug to look like one piece and have remnants, you can cut out a small circle of the rug and place a remnant piece over the hole and use tape to tape it in. I think you might iron after that (been a few years for me)

We always use a razor blade and cut the burned part out. If it is that bad, then call in professional help. They can repair the rug and you'll never know it. good luck.

If its a cigarette burn, find a corner in your house that is out of the traffic area and snip just a few fibers from the corner )less obvious). Then place them in the hole with a dab of glue. Poof no more hole.
