As Einstein made it clear time is relative. There is no such thing as absolute time, no big universe clock ticking away somewhere in some Greenwich of space. Think of a photon of light, it has no time. nada, nothing, zip, naught. It just bounces around and if it had a clock it would never change. Unfortunately ours do. China time is about 11:02 AM and my life is ticking away... And as Chicago put it in that great classic rock song: Does Anybody Really Know What Time It Is? And they were making quite the statement of Einsteinian relativity with that.

Now let me ask a question back. If there were no people in the universe, no one to make an observation so that quantum stuff could become "real", would there be time as we know it?

It is 2048 military time, or 8:48 p.m. mountain time. That is minus 14 hours Philippine time, minus 6 hours GMT.
