i live between mobridge sd and Aberdeen Sd and and Bismark nd and Pierre sd we uslly have snow by the end of october so when should i stop feeding it

Stop feeding roses six weeks before the first frost in your area.

You probably should have stopped in July. Don't feed your roses anymore this summer. Feeding them will encourage new growth and even if it's 100 degrees right now, that first frost isn't too far away.

I haven't lived in quite those conditions; I would suggest contacting a local nursery who will know about the feeding schedule for your area and climate. The furthest north I got was Colorado!
