It is a submerged pump.

The impeller may be frozen. Make sure the impeller is free to turn by moving it manually without power applied.

You may want to try to lubricate the bushings/bearings on the motor.

As stated in an earlier response, you want to be certain that the impeller rotates freely.

Chances are though, that the starting capacitor on the motor has failed. This is a very common failure mode with small synchronous motors. This capacitor will be located uner a cover on the ouside of the motor, and will be shaped like a cyliner. Depending upon the size of the motor, the size will be about the size of a C or D cell battery.

The real problem will be in finding a replacement. It's likely that your motor is made overseas and has no markings on the capacitor. If it does, you might find a replacement at radio shack.

These all sound kind of complicated. Simply take the cover off, take the impeller and pop it off with a screwdriver, they all are on a shaft and come right off.
Check to make sure it's not down to tight and clean. There all sealed and you can't maintain any of them, I don't care where they come from or who makes them, you simply can't do any kind of maintainece on them, they're sealed for the water.

If it's not stuck and it spins freely it might just be worn, it could be up against something in the pond and vibrations are magnifying the sounds, etc. sometimes I get a piece of weed in one of my seven pumps, it's a never ending job keeping them clean. Put a piece of fiberglass window screen over the end, it may help keeping it clean.

Another possibility is that you have the motor mounted on something that is acting as a "sound board". To test to see if this is the cause, remove all bolts etc. holding the motor down and then lift it manually while it is running. If this corrects the problem, you should find something solid to mount it on and use some sound proofing material under the motor. I have used lead. This absorbs most of the sound.
