I'm ten and there's a boy that I've had a crush on since kindergarten. I'm going into fifth grade, and I wanna tell him that I like him. What should I say and whens the right time?

Awwww That is so cute. I remember my first crush.
Once school starts just talk to him. I assume you haven't seen him over the summer. He could have changed. You might like him more and you might find that you don't like him anymore.
If you still like him, just talk with him. And if you like him, just tell him that you think he is funny, cute or something along that line. If he likes you back he will pick up on it.
Be sure to worry more about school work than boys.
