Flags are ordered at half mast in times of national and even international grief. On a national basis, the President or monach can order all flags of their nations to be flown at half after the passing of a national figure such as a former president, senior member of a royal family and a prime minister. After 9/11, Queen Elizabeth ordered all of the Flags in the UK to be flown at half mast in honor of the British and American nationals who were killed in the terriorist attacks. Police and fire depts fly flags at 1/2 mast in mourning of a fallen comrade. Military bases also fly flags at half mast when members of the base have been killed in action.

Umm, the only thing I could think of was the death of Ladybird Johnson the former First Lady. Hell they flew the flag at half staff for over a month when Gerald Ford died...
