Surprisingly I've been seeing very good prices from Dell. I bought a laptop a few months ago and have been very happy so far (I am using it now). They are also still offering some computers with XP.
I would suggest looking at http://DealCatcher.com. The people who run that site are adept at finding combinations of computer deals and rebates:
For example a computer that may cost 500. By adding memory and a better video card and DVD writer the higher price would give you a $300 rebate bringing the price of a better laptop down to the original price.
Good Luck and you may want to consider buying a machine with Ubuntu Linux rather than Windows. It is a much heaper option and in most circumstances there are free alternatives to the paid software on Windows.
BTW, as a previous answerer suggested get as much memory as your budget will allow. I would add a suggestion to ensure you get a laptop with a dual processor. Many of the very cheap deals you see advertised will only use a single processor.

its very hard to find a computer without vista, a great laptop is the compaq c500t, its only 449.99 and it runs great with added memory
