The Selective Service has never been abolished. Young men still have to register after their 18th birthday. The Draft hasn't been abolished either, just not utilized. All the procedures are still in place. Congress has the ultimate responsibility. The Pres. can veto a bill re-instating the draft, but then Congress would prob over-ride his veto.

The congress would have to pass the bill reactivating the selective service act.

No draft. You either go to college or mandatorily serve two years in one of the Armed Forces departments. One year
break after high school to decide and prep.
