Assuming Mike Vick goes for a plee bargain, would the falcons still lose the salary cap room as if he was on the team or do they lose that entirely and can spend that money on new players?

Players suspended by the team count against the cap. Players suspended by the league don't. Players in jail are suspended by the league, but courts rarely schedule players for jail/prison time that coincides with the season because most judges are elected officials, and also because an in-season jail term could be argued to violate labor laws. Since most sentences are very short, rather than become unelectable or risk an overturned ruling, players have typically been sentenced to time outside of the season (very few players have received lengthy jail terms).

If they are suspended without pay or their conract is nullified by them breaking rules in the contract, such as committing multiple felonies, those players salaries do not count against the salary cap.

yes it does count against the cap.the teams are responsible for actions of the players they sign and any off the field incidents are their problem.they have every chance to investigate the back ground and character of the players before they sign them and vick did nothing to earn the huge signing bonus so the falcons deserve to get what they paid for...which is nothing.

no this was on the mike and mike show one day
that is why they do not drop pack man. keeping him kieeps the salary structure in order. if they dropped him or cancelled they would have to pay out the contract as a one time charge

It depends if the player is suspended with or without pay.
