Because of your ISP or faulty wiring in your house? My low speed verizon DSL goes on and off every few minutes, and its annoying.
I figured it was just because i have the cheapest plan available, but someone here suggested that its the wiring in my house - my house is very old so this could be it. But how can i tell if its my house or verizon? I dont want to hire an electrician just so he can tell me that verizon sucks.

yes it could be the wiring. If there is any noise it will interfere. Also make sure you have DSL filters in the rest of the house. You might try unplugging everything ( other phones, faxes etc.)except the DSL modem and see if it helps.

If it does, you either don't have filters or maybe a defective filter

I also have the lowest price package on the dsl. The dsl will maintain its connection speed. It sounds like you have a computer error such as tracking cookies or something on that order. If not it may be your Ethernet card is going. I would check your computer. You may need to save your files on disc and do a clean install. First if you haven't already done this is to try system restore and see if that doesn't help.
