make sure file & print sharing is enabled, join the same workgroup in networking. make sure tcp/ip is on the same subnet and disable any firewalls for troubleshooting then tighten them back up.

go to Start > Run > type cmd to open a command line. Type IPCONFIG /ALL to get ethernet adapter info. make sure they are both in the same subnet and subnet mask, try to ping one another (from the command line type "ping 192.168.1.3" or whatever the IP Address is) if you can ping one another its a windows workgroup or networking or firewall issue.

if your not using a hub, make sure the cable your connecting between the 2 is a crossover cable and not a standard ethernet cable.

Verify both computers are on the same subnet (probably 255.255.255.0) and also set your Workgroup to be the same.
