Federalist Paper 17 is related as a continuation to Federalist Papers 15 and 16. All three are written by Alexander Hamilton.

Federalist Paper 15 – Hamilton describes the beauties of Union, he launches a frontal attack on the Articles of Confederation by describing a few choice items in the “dark catalogue of our public misfortunes.” He turns first to consider “the great and radical vice” of the Articles: “the principle of legislation for States in their corporate or collective capacities” instead of for “the individuals of which they consist.”

Federalist Paper 16 – He continues by going forward with his argument for a government with “the power of extending its operations to individuals,” and warns that failure to institute such a government will abandon America to anarchy, war, despotism, and death.

Finally then in Federalist Paper 17 – he continues by speaking his fears rather than his hopes in prophesying (as it turn out, falsely) that the States will be more likely to encroach on the national government than the national government on the States.
