The only place I can think of where you can use a piano completely free (unless a friend you know has one) is a school.

Schools usually have at least one piano in the music room, and I doubt it'd be a huge problem to formally ask a principal if she can use the piano for just 1-2 hours after the school day has ended.

you can try going to http://www.pianobible.com . They will help you learn for free and you can also pay for private lessons. It is very cheap i think around 15 dollars for a good lesson.
