Keep the cost of monthly insurance premiums and that of repairs in check with the major income bracket of the masses...everything costs so much to repair that individuals not only lack the means to afford insurance, they most definitely lack the means to repair damages without insurance. They run from the scene due to poverty. There are also those who are criminals that simply refuse to take responsibility... poor driving habits combined with poverty...and criminals.
