Streets are named by the developer, with the approval of a city planning board. Edward is correct. Someone doesn't just decide to pull a name out of thin air, nor based on what they got this turn at Scrabble.

the community comes up with the names like if its in a subdivision and the city council makes the vote...and i am sure that they make just abouve minimum wage...lol
