Why make a state budget?

You're right: why make a state budget when politicians don't abide by it anyway? Many states used to have 'balanced budget amendments' that required states to maintain fiscal responsibility. Nowadays, most states are in deep doo-doo, just like our federal government, as politicians practice runaway spending without any regard for prudent use of taxpayers' money.
