The answer is yes, looks definitely count for a certain type of role...just try to imagine, for instance, casting Rosie O'Donnell as Wonder Woman, or Daniel Radcliffe as Hagrid instead of Harry. Wouldn't work, huh?
In your particular case, I certainly think you DO have the face to audition for roles of the heroine or someone sweet and pretty. If you're trying to get the part of an evil witch or villainess, probably would not cast you there.
But yes, definitely go try out! If nothing else, you'll at least get the experience for when you find the perfect role for you.

No one can tell you whether you have the right "look" other that the Casting Director. Looks and type are only part of the equation to getting a part and since we don't have a tremendous amount of control over our features and general look (aside from things like being healthy and dressing nicely), I would not recommend that you focus on that aspect. Especially since you're so young.
Aside from some possible height restrictions, most casting for children does not rely as much on their "look" (unless a part specifically calls for a certain race/weight/etc) as much as it does for adults.
If you want to be an actress, get some solid training first and just start auditioning for some plays.
