Also, is bankruptcy state-specific?

Each state has different laws regarding bankruptcy, but it's under federal law. For example, each state's laws for exemptions are different, but the basic laws for bankruptcy are pretty much the same. Taxes and student loans are nondischargable, however, talk to a bankrutcy attorney to see if there is ANYTHING you can do. Sometimes, there are loopholes. My dad filed chapter 7 and WAS able to get back taxes discharged so, there may be SOME way. Good luck.

Student load debt cannot be included in any bankruptcy.

Student loans do not qualify, you have them until they are paid.
