I think the best brand of liquid eyeliner is Mac Fluid-line or Smashbox (even though it's harder to take off but it will come off if you use eye makeup remover).
Liquid eyeliner should only be used above the top lashes. It is best to use a pencil or eyeshadow under the lower lashes. For a more dramatic look, use a colored kohl pencil above and below lashes and follow with a black liquid liner on the top. It will make your lashes appear darker and will stay on all day. A dark eye-liner highlights the shape of your eyes and deepens the look. Softly line with eyeliner pencil, draw a thin line along lashes next to roots.

It depends what kind of look you want. I always like a 50s style very clean very black line so the best I have found (after 10 years of testing!) is Clarins Liquid Eyeliner with a brush. This takes a bit of practise to get right but the brush is so thin that it gives you a very flexible result. It lasts ages for the money and stays on all day.
If you are not so bothered about a very very black line and are fairly new to applying, you could try a pen liner...No7 do a good one...this is probably a bit easier to apply and gives a good result too. make sure you lean your elbow on a table or something to apply it though because it's easy to make a mistake.

NYX and Milani are the two very long donning. Milani's super water resistant, it is complicated to get off. NYX isn't somewhat as water resistant, yet has a better decision of hues. they're the two extraordinarily low-value. of direction, Lime Crime has some remarkable new colours of liquid liner (orange!) i in my opinion am only no longer prepared on the agency so i haven't tried any, although all comments i've got considered of their liquid liners have been beneficial.

If you want something prettty cheap Maybelline waterproof liquid eyeliner works pretty well. I have actually been looking into buying something new.
