the short answer is yes. they call them training periods where you do the work but get less pay. I don't see that as much as most employers I have dealt with assume you are able to do the work based on experience or education. It is not illegal. It is probably wrong that they led you to believe the increase in wage would be immediate.

Might want to find a better job.

That sounds reasonable. Most companies have a 90-day training/ trial period into a new job/ position.
Also, if they feel you are not fit for the position, unless you have a contract, they can let you go for little or no reason.

Yes it is simply a probation time to see if you will be good and deserve the raise for the position

It all depends on the paperwork of the particular company. Was this an internal hire only position or one with applicants from the outside?

Make sure you look at all the policies and paperwork involved.
