Medicare is available to all Americans at age 65 regardless of income, and to disabled individuals after 2 years of being on SSI or SSDI. One can get SSI without having worked the required amount of time (16 quarters) to get SSDI. SSDI is funded by employee payroll deductions (FICA on the pacheck stub) throughout their working years, and the monthly benefit is often considerably more than SSI.
