How low does an IQ have to be for it to be considered "FAULTY"?

Faulty intelligence, I don't think so...when I heard Iraq was developing a nuclear weapons program and we knew it because they were seeking high strength aluminum tubes, I knew that was an excuse, they would have made them not sought to buy them.
I believe we knew what we were doing and suspect the motivation was to prevent weapons from Iraq going into Afghanistan, much as the weapons going from Iran into Iraq is a problem now.

uh. yes. He has even publicly admitted that.

Of course what he doesn't admit to is all the intelligence he saw was filled with disclaimers about unreliable informants and other reasons to doubt the conclusions.

So I would say his IQ was pretty low.
