I don't think a child should have their own computer. The computer should be put in a public area of the house, never their room, so that you can keep them in line and you'll always know when they are on the computer and what they've been up to.

I've had my own computer since I was ten. It just depends on the parent's budget. I got my dad's old laptop when it was too dead to sell to anyone, then I got my dad's friend's old computer, and for about two years I've had the fastest computer in the house. It also depends on how much the parents trust the children. Some kids can't be trusted to be good with a computer, and that's just a sad truth. Cases have to be handled individually. Not every child is the same.

Depends upon what they use it for and how you monitor it.

My 4 year old "got" their own computer, but it was actually an old desktop I didn't need anymore. We removed all programs except a few preschool games. It was not hooked up to the internet and it was right next to my work computer. That way - we worked together.

As for purchasing a new computer for a child, maturity and responsibility will dictate when that's good, but I'd say mid to late teens.

I got mine when I was 10. I am almost 12 now! Basically, when they really start using computers in school, and have friends and know how to use a computer easily.

When you put them in their car to head off to college. Not before. My kids have to share the family computer. I setup different accounts for each, I do not allow them to install software, I have a content filter to keep them to going places on the net they shouldn't. And I periodically review what they are doing on the computer.

I am a systems engineer by trade, and teaching my kids responsible safe computing is like teaching safe sex.
