when will needle sink in water if dropped vertically or horizontally? and why? does the area of an needle in contact with water affect the surface tension of water?

No.
A steel needle carefully placed on the surface on a glass of water will float. It is held up by the surface tension of the water.

Wet needle will not float on water surface, it will sink....

No. The surface tension is a property of the substance, and does not depend on the area of the surface.
