the clear coat is burned to like a white crust

Try a rubbing compound (DuPont makes one that you can get at auto parts stores). It has a slight abrasive in it, as opposed to just a cleaning/waxing agent of car polishes. It's also going to take a lot of work to get through the clear coat finish, especially where it hasn't oxidized yet.

Don't rub too hard or long, though. It will start to eat into the paint layer.

Then, you have to finish up with some kind of polish or wax to protect the now-exposed paint layer.

i would bring it to a body shop have them wet sand it and buff it out that should take care of it.
