Chop down the larger weeds. In these areas & those with a large amount of weeds, put several layers of newspapers under the mulch you have now to kill the weeds. The weeds won't grow without sunlight. You can add some compost & more mulch over the newspapers.
You can mulch anytime, especially when you put in new plants or when your mulch has thined out so much that weeds start taking hold.

There are several reasons that you should mulch your landscaped areas.
Aesthetics are one. There are several different looks that you can achieve by using different colors and textures.
Moisture control is another. Watering can be reduced. You can place a soaker hose under the mulch around the plantings to water more efficiently.
Weeds can be controlled. Notice the word "controlled." Weeds can grow through and in the mulch. The advantage of having mulch is that the weeds can easily be removed if you keep up with them. Weed control fabric will not prevent weeds from growing in the mulch.
Your outdoor environment is a dynamic one, it's not a "set it and forget it" proposition. A few minutes spent each day pulling any weeds that pop up is time well spent, as well as relaxing. If you let things go to where they are overwhelming, then they will be.

Mulching is great for moisture control. If you have dry conditions it will help keep the plants healthier. I use Weed-X landscape fabric under mulch and my plants look great- even in this drought, plus no weeds and you don't have to use much mulch. Be careful about the landscape fabric you choose though- some of the stuff is a waste of money and time- ( Weed-X has a weed-free guarantee- got it @ Wal-mart). Mulch makes your landscape are look fresh and tidy.

I mulch my landscaping all spring and summer. I live in Michigan so it wouldn't serve me well to mulch in winter. Even if you mulch you'll still get some weeds unless you put a liner under the mulch. I just pull weeds when I see them . . . the liner is too much hassle. Don't make it too complicated. Just put mulch down where you need the soil to be moist . . . and where you think it's attractive.
