coffeeshop in the red light district would like to know the cost of opening one permits and licenses

Contact the city government for that information since they issue the permits and requirements such as seating and square space.
Case the neighborhoods and find a place where the are not an abundance of the same. Find something already existing and take it over. . . .then improve your clientele as in better management and a better atmosphere. . . .get a few amateur models to show off on a nightly basis. . . but not doing the red light trade.

Go for a location with lots of foot traffic and limit the time a table can be occupied without reordering.

First look into the permits, as the number of places is restricted. That goes for the places just selling coffee and much more for the places selling the other stuff.
As far as I know the town officials do not allow new places to open, not even when one other closes down. So your only possibility in that case would be buying an existing business and hoping the permits and licenses will hold for you too.
The red light district is not cheap real estate, so you would have to pay a lot for an old building, if you are able to get one.

And besides, take an insurance on your health, as some parts of town are seen as the private space of some gangs. And those do not take interlopers lightly. (This hardly ever happens in the Netherlands, but red light districts do not conform to the general rules in the country.)

Better open a coffee shop in your hometown and just selling coffee. Much safer and likely cheaper too.

It's my understanding that there is going to be a 'no smoking in public places' ban starting in January. I don't know if this will affect coffee shops or not so you might want to ask that question first.
