If you are looking online, then the website in question will have an archive section that you can look for the article in question or you can type in the name of the article in the search box. Both methods should get you the article for which you were looking. Some public libraries may have old newspapers or they may keep records of them on microfilms/CD-rom if the articles isn't recent. In either case, the librarian can assist you for what ever it is that you are looking for.
