My ostrich can do 40 miles per hour in 2 seconds so he is only legal when I keep him under 30 mph in the city.

who cares? just get out there on your ostrich, and if the cops try to pull you over, try to lose them, and if you get caught, just say that it's a renegade ostrich, and you're trying to subdue it.
