What you want is to use "meta" tags, not the title tag. The title tag should simply be the name of your client's company... no more... no less.

If the company intends to expand outside the Huntley Illinois area, you might consider just setting the title to:

Flat Fee Real Estate Guide

and then have a section of the home page indicating that it is serving the Huntley area. If they do not intend to grow, the I'd go with:
