I know you have to have FireRed in the gba section but I want to know where they're found

They are found nowhere. You need fire red for elekids to appear in Valley wind works. Evolve elekid to electabuzz at level 30

first have fire red in your gba slot.
then go to Valley Windworks/Route 205 (South).
you are going to look for an elekid.
catch one and level it up to level 30.
it will be a electrabuzz

They are ELEKID and you get them at Valley Windworks.
