Yes, I have seen them growing in England.

This info might be helpful:

Type: Hardy perennial
Sowing Temp: 20°C
Cover Seed: Yes average layer vermiculite
Advice: Sow June - Sept. Lightly Scarifying seeds between sandpaper may improve seed emergence, soaking in water for 24hrs prior to sowing aids faster germination. Position full sun to part shade in slightly acid well drained sandy soil.

I don't see why not. They are growing like crazy in the south island of New Zealand.

They grow in England, as the other post mentions. Find the "Dennis Moore" sketch by Monty Python....

Dennis Moore: ...Shut up! It's a hold-up, not a Botany lesson. Now, no false moves please. I want you to hand over all the lupins you've got.

Squire: Lupins?

Dennis Moore: Yes, lupins. Come on, come on.

Idle: What do you mean, lupins?

Dennis Moore: Don't try to play for time.

Idle: I'm not, but... the "flower" lupin?

Dennis Moore: Yes, that's right.

Squire: Well we haven't got any lupins.

Girl: Honestly.

Dennis Moore: Look, my friends. I happen to know that this is the Lupin Express.

Squire: Damn!

Girl: Oh, here you are.

Dennis Moore: In a bunch, in a bunch!

Squire: Sorry.

Dennis Moore: Come on, Concorde! (Gallops off)
