It's necessary sometimes. Everyone needs advice some point in their life. But, the stupid ones will, probably, not listen to any advice and go along with their own, as sometimes, the wise ones will think their advice is a bit more advisable to follow.

In the bible I think in proverbs it says that a wise man will always thirst for more knowledge. So, is a word to the wise necessary, yes, because he will increase his knowledge. The Stupid ones will probably not take the advice even if it is good. The Ignorant ones will probably listen, but just like the stupid ones, not take it.
Even if you don't believe in the bible, this is true anyway... test it out!!
Example: I work with a guy that asked me to explain something to him. (He of course was ignorant and not stupid) When I was finished telling him what he wanted to know, He said that it was BS. and didn't believe me.

They are wise because they will listen to good advice. A stupid person will ignore. So giving a word to the wise is give information to someone smart enough to actually use it.

Sometimes a wise person overlooks thoughts, but appreciates a good reminder. A stupid person will not pay attention to a wise word.

Most people don't think they need advice, and if they do they usually take offense to it due ti the fact that they feel like they are being judge. Or they don't want to feel "less then". Also, just because someone is old does not entitled someone to being wise. With age only comes wisdom if you are not ignorant and learn from your mistakes. I have meant my fair share of older people who have the smarts of a 21 year old.
