It is something lawyers learn in law school and in practice. "Never ask a question that you don't already know the answer to." It is being prepared, avoiding surprises, avoiding negative turns, making yourself look knowledgeable.

Listening to a a political speach is like getting shot it butt with a horse tranquilizer. It's all rhetoric. They are so afraid to say anything that might get misquoted and used as a negative sound bite that they get up and say basically nothing while flapping their gums like they give a crap.
