If they prove themselves to be reliable, and if their cost is very low compared with other competitors (ULA, Sea Launch, ArianeSpace, Energia, etc.) then, yes, they will get bookings.

If India can offer reliable spacelift at a low cost, I'm sure many, many companies (not just countries) will use their service.
