The show was probably on like 10 years back, there was a curley haired, short guy, and this funny foreigner Balkie.
I saw a hairdresser the other day that reminded me of him, and now it is driving me NUTS because I can not remember the name of that show he was on!

yep, everyone is right its Perfect Strangers, Bronson Pinchot played Balki and Mark Lin-Baker played his cousin Larry, it also set up the character Harriett Winslow on her own show, the spin off was Family Matters.. also funny you mentioned the hairdresser, Pinchot played a hairdresser on Step by Step when he joined that sitcom...
