Generally the only person who can call is the account holder, and tech support is free.

If you have question about how to set up the router, usually the manufacturer of the router is the best place to call. D-Link like most manufacturers has free telephone tech support and they don't care how old you are.
Thier customer support number is 1-800-326-1688

I can fix your problem right now. You can't have two routers on the same network.
If you need additional network connections you need a switch not a second router. A router assigns the IP address using DHCP, if you have two they work against each other.
You need to either set one up to be a switch (turn off the DHCP client) or take it out of the network and replace it with a switch (A switch is the same as a router with no DHCP)

Normally it has to be the person whose name is on the account who calls. Also, they usually require you to be over 18, or to have the parent come on give permission first. But for most companies, assistance with installing a router is free.
You might also try going to the D-Link site. They have a tutorial to show you how to hook it up yourself. It is a relatively simple process that most people can do without assistance. You can not hurt anything by trying....

1. It doesn't matter how old you are, but you do have to be the owner of the account (your name has to be on the bill, if it is your mums name on the bill for example she would need to call them and pass you on to them).
2. No, You only pay for the phone call.

They will only allow the person who owns the account to speak to them - or will require your parent to go on the line to give them permission to talk to you. Support is free.
