There was big money behind that. It is called the 'Arkansas Project'. But many of the far right "Think Tanks" such as the Heritage Foundation were involved, too. The guy who started most of it is Richard Mellon Scaife, an inheritor of the Carnegie Mellon fortune.
Basically, they feared Clinton's political skills and popularity.

To cover up the Republicans criminal agendas that were on going and up and coming. It was just plain finger pointing to set yourself on top of some Moral Majority pedestal and soap box, whilst attacking your opposition for crimes they themselves were committing.
