Yes. He downed while trying to save Desmond and transmit a signal from the under water hatch station. He knew it was his fate and locked himself in the flooded room while Desmond was spared. He died peacefully.

He bravely sacrificed himself ultimately for Claire & Aaron.
He drowned after disabling an underwater radio jamming device.
Immediately after he disabled the device he visualized Desmond's love, Penny, on an unblocked video feed.

Won't know that for sure until next season. It seems like he drown, but anything could happen. I hope he didn't, I really liked him.
