With tropical forests unearthed in Iceland, and tropical gardens found under the English channel, who, how, and why, are temperatures set as a norm for regions of the world?

We set temperatures and other metrics as norms based on relatively recent readings because only those readings are relevent to modern society. The way we, as human beings, live our lives is closely dependent on the climate of the Earth in its current incarnation. Therefore, significant long-term changes from the status quo can be very damaging and are worth investigating and understanding, regardless of whether or not they actually reflect a deviation from the behavior of the planet's weather over the last 4.57 billion years.
